Add only a dollar (AU$1.00) for each consecutive order starting from the highest postage rate.

Example: Leah bought 4 different/same items in my store with postal charges of : AU$6.50 + AU$6.00 + AU$6.00 + AU$9.00. So the highest postage rate is AU$9.00 + 1.00 + 1.00 + 1.00 = AU$12.00

She will only pay AU$12.00 P&H for the 4 items she bought instead of AU$21.50.
