The "Tom Jones" fly was designed in the 1970s by John Lanchester of the Southern Fly Fishers Club. It is a great pattern for when trout are smelting, a smaller size being effective on stick-caddis feeders.
The Tom Jones can be fished quite fast on either sink-tip or fast sinking line with occasional quick strips or a slow figure-8 around the edges and weed beds, and it's not unusual for this pattern to account for lots of fish in the winter months.
