 It is designed to be used prior to heat embossing,  in order to prevent the embossing residue from sticking 

to areas you are not embossing.  In other words it helps remove the static electricity.

Simply wipe the pad over your card, gently tap to remove residue, then proceed to stamp and then emboss.
