Ball & Chain with Leg Iron or handcuff

Up for auction is this nice BALL & CHAIN.  The ball itself measures approximately 4 ¾ inches without the hasp, and weighs 15 pounds.  The chain with cuff measures approximately 66 inches in length.  The total weight of the Ball & Chain with cuff is approximately 18.25 pounds.

NOTE:  This is an Original Ball & Chain with the Tower bottom key leg-iron (cuff) heavy version.  Nice original example for your collection!  The cuff does open without using a key.  However, I can see the locking tongue which ratchets when the hasp is moved in and out, but does not lock into place.  In short, the cuff does not operate properly.
