Eleven years after Frank Wiecek was sent to jail for murdering a police officer, his mother runs an ad offering a $5,000 reward for information about the real killer. P.J. McNeal a newspaper reporter is assigned to investigate the case and he soon gathers evidence which leads him to believe Frank Wiecek is innocent.

With the backing of the newspaper's editor, McNeal then convinces the Governor to hold a hearing on the condition that if he proves Wiecek was wrongly convicted, he'll be set free.
