Melbourne Storms Jersey-UNFRAMED appears to have been framed at some point.

Signed, stapled to a hard board... possibly the frame backing? 16 signatures....one is very faint on the righthand side of picture.

Some Names appear that would put this as a 1999 jersey..maybe the grand final team has signed or 2000 unsure.

Maybe the design might hold the clue?
