A Pactor modem is basically a special modem that is designed to transfer data over radio.   This the modem has been used with SailMail system. The SCS-IIusb has a radio control output which enables the modem to remotely set the frequency on certain radios (i.e. Icom 700Pro, Icom 710, Icom 802, Sea235, SGC2000).   If you have one of these radios and want your laptop to set the frequency on it (highly recommended) this modem fits the bill.  This modem has been licensed to use  Pactor-III protocol.  As such, the modem is capable of data transfer rates up to 500 characters per second.
