The film also features a crew of charming characters including a mystical, sagacious tree named Grandmother Willow (voiced by Linda Hunt), Meeko, a mischievous raccoon with a hearty appetite, Flit, a spirited hummingbird, a persnickety pug named Percy, and the villainous Governor John Ratcliffe (voiced by David Ogden Stiers).
