This stamp, Scott O138, saw very limited use as the D-rate for postal cards in 1985.  This plate block, in mint, never-hinged condition, has a Scott Catalogue Value of $42.50  Considering its rarity, this could be underpriced.  Nonetheless, this plate is for sale for only $24.99.  REDUCED FROM $28.99!
